The Raban Refinery in Haifa suffered damage from two Iranian missile strikes, first during Operation Vow of Sadeq 3 in June 2025 and again during Operation Vow of Sadeq 4 on 19 March 2026. The Israeli Ministry of Interior’s draft reconstruction order released recently provides the first detailed assessment of the damage.

The report notes that a 12,700‑cubic‑meter storage tank was hit, reducing the refinery’s storage capacity and affecting fuel supply. Most of the damage came from the first attack, which severely damaged the internal power plant, knocked all refining units offline, and killed three employees. Raban’s own estimate for that strike is $150–200 million.

The second strike damaged a storage tank and hit a gas turbine, as well as boilers, electrical rooms and auxiliary systems. The damaged tank will need to be replaced entirely. Israeli officials say full reconstruction will not be completed before 2028.

The refinery processes about 197,000 barrels per day, making it Israel’s largest and accounting for roughly 60 % of the country’s oil refining capacity.
