The institute also asked Washington to refrain from any actions that would enable Turkey's return to the F‑35 program, noting that sanctions imposed under CAATSA after Turkey purchased Russia's S‑400 system remain in place. Trump had previously notified Congress of the intended engine sale, giving lawmakers 15 days to block the contract, though the president could veto such a move. AHI warned that the U.S. government proceeded without sufficient coordination with congressional leaders and stressed that Turkey must fully comply with U.S. legal requirements before being allowed back into the F‑35 program.
