According to Tasnim sources, Iran maintains that there is no balance between the Strait of Hormuz and the ongoing siege issue, even after the naval blockade was lifted. Tehran warned that if clause 13 is not implemented and priority is not given to clause one concerning Lebanon, it will consider its commitments reversible. The implementation of other clauses, including those on Lebanon, exemptions and asset releases, is tied to the reopening of the Strait of Hormuz and the start of negotiations. Iran sees itself as part of the security arrangements in Lebanon and claims it has already established related measures for the first clause in the Lebanon file.
