The negotiations, set to precede an upcoming NATO meeting, include the possibility of producing Tomahawk cruise missiles and PAC‑3 Patriot missile interceptors in Germany. German officials argue that local production could reduce bottlenecks in U.S. manufacturing and accelerate delivery of equipment to European allies.
