Russia’s electronic warfare system "Volna Kupol Garant" has been promoted as a tool to disrupt Starlink satellite communications in the Ukraine war. The system allegedly uses high‑power satellite antennas to jam the 14‑14.5 GHz band used by Starlink terminals, assigning one antenna per 62.5 MHz channel to flood the frequencies with noise.

Each unit consists of six trailer‑mounted antennas concealed under camouflage netting and is claimed to cover about 20 square kilometres, protecting Russian logistical routes from Ukrainian drones. Ukrainian experts, however, argue the system is costly—around $1.5 million per set—and can target only a single Starlink satellite at a time, limiting its effectiveness against a constellation of thousands of moving satellites.

According to Ukrainian defence adviser Oleksandr Biskrystenov, early prototypes were destroyed in the Kharkiv region in 2023, and wider deployment is only expected from 2026. He notes that Ukrainian forces have already released videos showing the destruction of several such units.
