The Mehr News Agency released a 14‑point draft memorandum of understanding between the United States and Iran. The points include an immediate and permanent cease‑fire on all fronts, including Lebanon; a U.S. commitment not to interfere in Iran’s internal affairs and to respect its sovereignty; lifting the naval blockade within 30 days; withdrawal of U.S. forces from around Iran; reopening the Strait of Hormuz within 30 days under Iranian arrangements; suspension of sanctions on oil, petrochemical products and full access to Iran’s financial resources; a reconstruction plan for Iran worth at least $300 billion from the United States and its allies; a 60‑day negotiation period to reach a final nuclear‑related agreement and lift all sanctions, including UN Security Council and IAEA resolutions; reaffirmation of Iran’s NPT commitment not to develop nuclear weapons; a U.S. pledge not to increase regional forces or impose new sanctions during talks; release of $24 billion of frozen Iranian assets, half before negotiations begin; creation of a monitoring mechanism; final agreement to be approved by a UN Security Council resolution; and that final talks will not start until half of the blocked funds are released, oil sanctions are suspended and the naval blockade lifted, with the agreement covering enriched material, sanctions removal and Iran’s economic reconstruction, while missile program and support for resistance groups are excluded.
