The draft calls for an immediate and permanent cease‑fire on all fronts, including Lebanon, and a U.S. pledge not to intervene in Iran's internal affairs. It proposes ending the naval blockade and reopening the Strait of Hormuz within 30 days, withdrawing U.S. forces from the region, and suspending oil‑related sanctions to restore Iran's revenue access.

The document also includes a $300 billion package for reconstruction and financial aid from the United States and its allies, a 60‑day negotiation period on a final nuclear agreement and broader sanctions relief, and Iran’s commitment not to develop nuclear weapons under the NPT.
