The Supreme National Security Council announced that, under paragraph 5 of the Islamabad Memorandum of Understanding, commercial vessels seeking to pass the Strait of Hormuz must submit their applications to the Persian Gulf Waterway Authority (PGSA.ir). The agreement provides that for a 60‑day period no fees will be charged to applicants; the costs will be covered by the Islamic Republic of Iran.
